Add the olive oil, red wine vinegar, Dijon, garlic powder, Italian seasoning, salt, pepper, and Parmesan to a glass measuring cup. Whisk the ingredients together until combined. Set the dressing aside.
Make Pasta Salad
Cook the rotini according to the package directions (al dente). Drain the posta in a colander and rinse briefly with cool water. Let the pasta drain well, shaking the colander every few minutes to remove excess water from the pasta.
While the pasta is cooking and draining, prepare the other pasta salad ingredients. Slice and cut the pepperoni into quarters and slice the mozzarella sticks. If fresh bell pepper is used then dice it up small, otherwise make sure to place frozen diced bell pepper into bottom of colander during pasta step to thaw it out. Dice up the red onion and slice the black olives. Fork the correct amount of banana pepper rings out of the jar, draining as you go.
Stir Together
In a large bowl combine all ingredients and stir to combine. Whisk the dressing and then pour it over the salad. Stir the salad one more time and then serve. Refigerate remainder immediately.
Usually we like the whole stick pepperoni and slice/quarter about half a stick of it.
Also we like to use the mozzarella string cheese sticks x5 even though the containers usually indicate that each stick is 1oz.
